Walter Marshall William Splawn (1883-1963) was an economist, professor, University of Texas presidetn and head of the Interstate Commerce Commission. He was born in Arlington, Texas, on June 16, 1883, and educated at Baylor University (BA, 1906; LLD, 1925), Yale University (MA 1914) and the University of Chicago (PhD, 1921).
